Seriously though, Washington DC is a great place to play tourist. The Smithsonian Folklife Festival usually takes place at the same time as the Fast & Vigil and there are a multitude of things to see and do in the city.

Combine fasting and participating in events at the Supreme Court with inexpensive accomodation at CCNV (Community for Creative Non-Violence), and free museums and monument visits and you have a low budget but highly motivating and rewarding vacation.
